2- Applies it to the template, 
3- then applies the template to the listings

I understand perfectly well that you can't. You change it weekly and that's it! It is changed weekly and that's it! :)

We are still looking into this, but for now, we've made a short and easy way to update all of your templates with the Bulk Actions menu.

Totally agree! It would be nice to see featured items rotate and change every day or week. Currently the featured items remains the same unless you manually edit. Not very convenient.
